Following the Siege of Lordaeron, the factions are keen to regroup and figure out what to do next. These two events take place in a clear sequence, so we'll start with the Horde.
With Saurfang captured by the Alliance, the Horde decides that they need to send an elite team to Stormwind to break him out of the Stockades. Nathanos leads the mission, with Rokhan, Thalyssra, Lasan Skyhorn, and a couple of Deathguards, and of course the player.
Lasan's eagles fly the team into the city, and you find a trap door in Lion's Rest that allows you to enter the Stockades. Fighting your way through the Stockades, you find Saurfang's cell, but as you inform him that you're here to rescue him, Saurfang tells you that he does not have any interest in returning to Sylvanas' Horde. Saurfang ultimately just walks out of his cell and informs the guards that he would like to speak with Anduin, and the guards comply (Saurfang's got quite a lot of clout for a prisoner.) This is the last we see of Saurfang, and I'm really, really curious to see what it means: Is Saurfang the key to ending the war? Or is there something more sinister going on?
You then find that there are two other notable prisoners here, a pair of Zandalari whose ship was captured. You find Princess Talanji and the Prophet Zul, and you proceed to take them with you as you make your escape.
When you exit the prison, however, you find that the city is under lockdown, and even Anduin is out on patrol. Using Rokhan's stealth abilities, you eventually make your way to Cathedral Square to get out, only to find that the place is empty, and that you were led in there as a trap. Genn Greymane shows up, and his Worgen attack the group. Stealth goes out the window, and you fight off ravaging Worgen as you try to make your way to the harbor. However, the route is blocked by Jaina, around whom swirls an aura of destructive magic (she has a buff called "The Ashes of Theramore.") Walking up to her has her freeze you and then insta-kill you, so it's not recommended.
Fleeing Jaina, Zul finds a discarded torch and picks it up. When you are confronted by a group of Stormwind guard, Nathanos shows up to help you escape them. Zul uses his torch to set fire to the wooden buildings you pass by. Dodging a barrage of ice magic from Jaina, you make your way down into the Harbor, and Talanji calls upon the power of the Loa Rezan to to break through Jaina's ice wall. Fighting your way to Talanji's ship, Jaina appears again, but then there's a missing cutscene in which Zul "persuades" Jaina to let them go.
In an earlier build, there was dialogue that simply had Zul point out that she could either stop them or stop Stormwind from burning. I don't know if that's what we'll get or if there's something weirder that happens, but ultimately you set sail out of Stormwind.
There's a missing cutscene in which the ship is attacked by Stormwind's fleet, but as the ship gets to Zandalar, the Zandalari navy shows up and devastates the Alliance ships.
You then arrive in Zuldazar, where Talanji introduces players to the city and some of the key characters before presenting you to her father, King Rastakhan, who makes you Speaker of the Horde, essentially the Horde's ambassador to Zandalar, and sets the Horde up with an embassy in his palace.
Now, the Alliance:
Following the escape of the Zandalari prisoners and the devastation of the navy, Jaina volunteers to go to her people and bring Kul Tiras and its navy back into the fold. There is some skepticism, as Jaina is more or less why Kul Tiras left the Alliance in the first place, but Jaina says that times are desperate enough that she's willing to die for the chance to bring them in.
You sail with Jaina to Kul Tiras and walk with her up to Proudmoore Keep to meet with her mother, Katherine, who is now Lord Admiral after Jaina's father Daelin died. Jaina is jeered in the streets by people who blame her for her father's death, and you by association. Upon arriving at the Keep, there is a missing cutscene in which Priscilla Ashvane convinces Katherine to throw you both in jail.
We don't see Jaina after this, but the payer arrives in a cell in Tol Dagor, where you meet a guy named Flynn Fairwind. Together, you break out of the prison, discovering that Ashvane has been stockpiling Azerite-empowered explosives and seems to be plotting against Katherine. Escaping the prison with the help of a woman named Taelia, you go to Tradewinds Harbor, a port outside of the sea-wall that protects Boralus. There you meet with an old knight named Cyrus, and with Cyrus' help, you get Genn and his people access to the harbor. Cyrus explains that Kul Tiras has been falling apart after Daelin's death, and that there are a lot of problems that need fixing, and of course that by doing so, the Alliance could ingratiate themselves to Kul Tiras.
Both of these chains end with Magni appearing to the player, taking them to the the Heart chamber in Sholazar, where Azeroth (in a bugged cutscene) grants players the Heart of Azeroth - the artifact necklace that will be with them the whole expansion.
