For anyone who wanted to finish that legendary cloak quest, I'd recommend haste, as the quests will be going away in the run-up to Warlords. Now, an immediate reassurance - if you are already on the quest chain, you should still be able to attain the cloak with enough diligence. But if you haven't started it, the cloak will be forever beyond your grasp.
This isn't the first time a legendary has become unattainable. Atiesh, Greatstaff of the Guardian was a staff that could be attained by Mages, Warlocks, Druids and... Priests I believe. Each version was actually slightly different. But the quests leading to the construction of Atiesh largely took place in the original Naxxramas, so that when Naxxramas moved out to Northrend to become the first raid tier of Wrath of the Lich King, the old version was lost (we also lost the Corrupted Ashbringer, which used to drop off of Alexandros Mograine, one of the four horsemen who was replaced by Baron Rivendare, who himself was replaced in Stratholme by Aurius Rivendare. Quick little note - bearing the Corrupted Ashbringer made Scarlet Crusade NPCs treat you as friendly or at least neutral, but I think it made the Argent Dawn hostile to you. If you went into Scarlet Monastery's Cathedral, you could have a little scene where the spirit of Alexandros took vengeance on his son Renault, who since then has been replaced by that other guy in the Cathedral.)
Still, perhaps because this was such an accessible legendary, it makes some sense that it would be made an ephemeral thing. The cloak was all about your travails in Pandaria, after all. Still, I'm generally opposed to the idea of making anything unattainable, so while I'm not really upset about this, I am a little unhappy with the decision.
Warlords will have a similar Legendary quest chain to get a special ring, which you attain working with Khadgar. Blizzard has said that they'll consider doing traditional weapon legendaries again, but they haven't announced anything yet for tier 17. I suspect that if we see one in Warlords, it won't be until the next tier. Weapon legendaries are a little trickier, though, given that they're pretty much always limited to only a few classes, and thus can be quite unbalancing (Dragonswrath was good in a sense because it was available to any DPS caster, but bad in the sense that it was seen as a necessary thing to get for every caster in your guild.)
