On the Legion website, there's a nice bit of info: transmogrification will become a collection, allowing you to toss out old gear and still be able to use it for cosmetic purposes.
There's not much more to say about this other than: Good. This is more or less a purely good thing. You'll be able to keep old stuff if you just feel like having it, but I know I'll be happy to be able to get rid of, say, my Justicar armor and not worry that some day I might want to use it again.
I wonder if they'll take any further steps with the system. I think it would be cool if we could start transmogging across armor types - a plate-wearing Paladin or Death Knight with a cloth hood would be pretty awesome.
